Wesley Almeida
Chief Technology Officer
Previously, Wes was a Lead Systems Engineer at MITRE Corporation, where he guided complex defense and transportation programs through modernization challenges. He advanced cloud migration, logistics data strategies, and digital engineering while championing human-centered approaches that improved speed, quality, and collaboration across joint services and combatant commands.
Alongside his civilian career, Wes served over 20 years in the Army National Guard, retiring as a Sergeant First Class. His military experience in operations, leadership, and mechanical and electronics maintenance established his reputation as a builder of resilient teams and a pragmatic problem-solver under pressure. For his service, Wesley received the Meritorious Service Medal, one of the military’s highest peacetime awards for outstanding achievement.
Wes holds a master’s degree in Systems Engineering from Johns Hopkins University and a bachelor’s degree in Information Technology with a concentration in Software Engineering. He is also the co-author of Learning BPMN 2.0: A Modern Introduction to Process Engineering, which introduces the foundational concepts of BPMN through both practical and academic examples. Across every chapter of his career, Wes has remained rooted in one principle: technology should always serve human needs.

Before returning to Tech, Chirico served as executive director of the University of Hawaii system’s first sustainability institute and founded a Certified B-Corp consulting firm recognized as Hawaii’s top sustainability consultancy. She also worked as a senior consultant with Booz Allen Hamilton and as an investment consultant. Chirico has delivered keynote addresses at five international conferences and published a book and multiple chapters on sustainability, air quality, and systems thinking.

Before joining the Atlanta Beltline in 2015, Higgs served as Executive Vice President of a disruptive, billion-dollar revitalization initiative led by Castle & Cooke and the state of North Carolina. He grew to eventually assume full P&L responsibility for the North Carolina Research Campus.
With 20 years of experience in economic development, real estate, intellectual property, technology, strategic planning, design, grant and donor funding, and government relations, Higgs has managed diverse projects specialized in urban innovation, science, and technology. He has served on the Texas Emerging Technology Fund and the North Carolina Community College System. He currently serves on the boards of the International Economic Development Council, HouseATL, the Council for Quality Growth, and sits on the Mayor’s Cabinet.
Higgs earned a bachelor’s degree from the University of South Alabama and a Master of Public Administration from East Carolina University.

Mr. Ricky Smith most recently served as executive director and CEO of Maryland Aviation Administration (MAA), where he was responsible for the management and operations of Baltimore Washington International Thurgood Marshall Airport, Martin State Airport, and regional aviation activities throughout the State of Maryland.
Smith has more than 30 years of aviation management experience working in Baltimore and Cleveland. Since returning to BWI Marshall in 2015, Smith led the airport to five consecutive record-setting years for passengers, including restoring BWI Marshall as the busiest airport in the Washington/Baltimore region and the Best Airport in North America for Customer Service according to Airport Council International.
He established a culture of performance, customer service, safety, and innovation, leading the airports to receive several other national and regional awards for customer service, capital development, and marketing including Emmy Awards in 2018 and 2019. In 2017, the LaunchPad program was started to enable minority-owned micro-businesses the opportunity to participate in BWI Marshall’s thriving food and retail program without barriers to entry. In 2015, he launched the BWI Marshall Youth Initiative aimed at introducing youth in Baltimore City to careers in aviation and transportation. To date, over 100 youths have participated in this program.
